THE BIG PICTURE

Myriads of people throughout the world have increasingly realized that something has gone horribly wrong but few have been able to sift their way through all of the propaganda which is being promulgated by the elite ruling class.[1] In light of the tremendous amount of information available through the alternative media, it is now incontestable that a global Cabal[2] exists. This Cabal controls the so-called elite main-stream media in order to better insure their goal of world-wide domination.[3] Other investigators have copiously documented the various components of the cabal including the role played by various secret societies including the Order of Skull and Bones, the Bildeberger’s and others.[4] What follows is an attempt to explain in as simplified a way as possible what has already occurred and is currently transpiring in the geopolitical/spiritual realm--for ease of handling henceforth referred to as the New World Order (NWO). It is this writer’s contention that there is both a material and spiritual component to what the Cabal is doing to help bring about the NWO.
History:
In order to place the current situation in proper context, some recent history must be highlighted. A paradigm shift so to speak occurred in the early 1960’s with respect to morality. It was based both in organized religion and secular society. The common theme which united the ecclesial and secular segments of society was the notion of individual liberty and personal autonomy expressed chiefly through “pleasure seeking” in general and sexual liberation[5] in particular, memorialized in the vernacular of the time as “do your own thing” and “make love not war.”[6]
Retrospective analysis seems to establish that the dual secular and ecclesial drive to bring about a new freedom for man coincides in a cause/effect and temporal way with the Second Vatican Council which began in 1962 and closed in 1965. Arguably, as a direct result of Vatican II a radical change occurred in the standards of morality world-wide. Since then the world has become a progressively more and more inhospitable place in which to live. This has been particularly acute in the so-called developed West where ostensibly the Roman Catholic Church had its greatest impact. That is not to say that prior to 1962 there were no periods in which disparate entities attempted to challenge the reigning traditional moral framework. However, never in the 1900+ years since the death of Jesus Christ has there been such a prolonged period (now almost 50 years) in which the secular powers were allowed to virtually destroy traditional morality without the Roman Catholic Church mounting a vigorous challenge/defense.
As many readers are aware, at the time of the Reformation and in the late 19th century similar attacks were made on the Roman Catholic Church and traditional morality but the Holy See e.g. The Council of Trent, Pope St. Pius V, Leo XIII, Pope St. Pius X and others responded with robust counterattacks by exposing and denouncing apostates and heretics from the one true faith. Time has demonstrated that instead of being completely eradicated, apostates and heretics including the theological Modernists simply went “underground” until a later more propitious time when they re-emerged as the Neo-Modernist--Periti who essentially hijacked the Roman Catholic Church through their influence over the Papal conclave which elected Pope John XXIII and the Second Vatican Council that he initiated.[7] Since then we have seen a self-induced immolation of the Roman Catholic faith virtually world-wide with a corresponding global increase in immoral behavior both on the personal and corporate levels.[8] The changes have been so radical that anyone who practiced the Traditional Roman Catholic faith (and died prior to 1960) would not only be unable to recognize the “Roman Catholic Church” of today but would be dumbfounded by what is now considered morally acceptable behavior by most of the world’s people.
Increasing Moral Depravity:
Some may ascribe various other causes to what has become an easily recognizable degradation in personal and public moral behavior but the fullest and most concise explanation is that the Roman Catholic Church in failing to uphold traditional morality has allowed a kind of radical moral anarchy to replace traditional Christian morality as the reigning immoral philosophy worldwide. Sacred Scripture alludes to the important role that the Holy Spirit has in restraining the demonic forces of evil which exist in the world. In the past--that restraint has been primarily effected through the Roman Catholic Church—the Body of Christ on earth. It is undeniable that as traditional morality has been progressively undermined over the past 50 years, there has been a gradual increase in the total amount of evil being perpetrated world-wide. This is not simply the result of an increase in the population of the earth. It reflects a true coarsening in the attitudes of a large majority of the world’s people. Abominating practices and crimes are documented daily which only 2 generations ago were unheard of.[9]
A cursory perusal of the daily headlines quickly demonstrates a virtual plethora of demonically inspired evil practices and events including “wars, rumors of wars, death, destruction, wholesale carnage on almost unheard of levels and a degree of personal (sexual) aberrant behavior which would make Sodom and Gomorrah blush. A whole “cottage industry” of cable television shows” has arisen by which entertainment mogul’s profit nightly from an endless display of immorality. The internet and related technologies have made pornography available to hundreds of millions of people world-wide in the privacy of their own homes. In all of this the “prince of the power of the air” has exponentially increased his ability to corrupt humanity. With virtual human holograms said to be close to being market ready for mass consumption, the entire situation begins to resemble the “lying signs and wonders” prophesied in Sacred Scripture which all Christians throughout the ages have been informed to be on the watch for.
Clearly, there are other subordinate causes than the implosion of the Traditional Roman Catholic Church which contribute to the destruction of traditional morality but they have been unified and assisted in their efforts by a total abdication in presenting and maintaining traditional moral precepts on the part of Roman Catholicism. In essence, the Enlightenment Project has largely been completed; that of replacing Roman Catholic Christianity with a new “religion of man” as an “end” largely through the use of the sexual revolution as a “means”. As such, Christianity as a world-wide organizing system or worldview has been marginalized and replaced by the secular NWO.
Loss of Tridentine Latin Mass/Appearance of Novus Ordo Missae:
Only after 1965 and the end of the Second Vatican Council was there a virtual worldwide rush to adopt the sexual libertine attitudes which began with the Enlightenment and which played such an important role in the French Revolution but were held in check until the late 1960’s. Interestingly, the Latin “Lex Orendi, Lex Credendi” (the law of prayer is the law of belief) seems to have been amply demonstrated once again. The Tridentine Latin Mass of Pope St. Pius V--made permanent through his Quo Primum Tempore was rejected in the early 1960’s and in 1969 the Holy Sacrifice of the Mass was totally replaced with the Novus Ordo Missae, a Cranmerian (Protestant) memorial (supper) service. It did not take long before the radical departure in prayer (worship or cult) was followed by an equally radical alteration in belief (creed) including morality (code). As a result the Traditional Roman Catholic Church of record has largely disappeared and in its place we find an unrecognizable (in all “3” areas of “Creed, Code and Cult”) conciliar church. The external facade of Roman Catholicism and its institutions remain but the internal supporting structure has been completely hollowed out leaving a teetering edifice which must necessarily fall of its own weight in time or be radically restored to tradition and orthodoxy.
Negative Fruits of Vatican II and the Conciliar Church:
As a direct result of the disintegration of the Traditional Roman Catholic “Creed, Code and Cult” brought about by Vatican II--there is no longer any agreement among nations or individuals about what constitutes morally acceptable personal or communal behavior.[10] The Natural (moral) Law has been abrogated and the perennial philosophy of the world’s greatest philosopher St. Thomas Aquinas abandoned by the conciliar Church. Put simply there are no moral absolutes which “tame the passions of men” other than the self-contradictory claim that no absolutes exist.[11]
As Dostoyevsky famously opined, “if God does not exist, all things are possible” meaning, everyone may do as they like or at least whatever they can “get away with.” A better definition of moral anarchy would be difficult to come by. Under these circumstances, more and more draconian laws are required to control the impassioned proclivities of the liberated—resulting in a kind of "police-state" mentality in many parts of the world. This is clearly evident in the United States which has become increasingly dictatorial, particularly in the wake of the September 11, 2001 atrocities which with the passing of time appear to have been allowed to occur through “benign” neglect or more horrifying still, perpetrated/facilitated by the Cabal in the furthering of its goal of worldwide domination.[12]
The sequence of events then is as follows. The Protestant Reformation succeeded in undermining not only the Traditional Roman Catholic form of proper worship of God but also the uniquely Catholic Christian philosophy which had been first developed by St. Augustine based on neo-Platonic principles and later by St. Thomas Aquinas who through his understanding of Aristotle, harmonized the best of Greco-Roman philosophy with orthodox Catholic Christianity, known as the Aristotelian/Thomistic synthesis.
In the wake of the Reformation, the Catholic Church mounted a vigorous counter-attack (the Counter-Reformation) through the Council of Trent which effectively buttressed Traditional Roman Catholic worship (Holy Sacrifice of the Mass) against the Protestant heresies. Unfortunately, in concert with the Reformation, the Enlightenment succeeded in undermining Catholic philosophy which was never again restored, replacing it with an array of modern (anti-philosophical) theories.
Many of these theories were contradictory but had as their one area of agreement the notion that “being” and essence or “natures” were not fixed[13] but instead are alterable through nature (Darwinian evolution) and changeable by man (psychic, social and genetic engineering). The most prevalent modern philosophy is Materialism which holds that only brute matter exists, distributed throughout the universe in constantly changing “arrangements” (apparent, not actual forms). There are no stable actual “forms” as there are in scholastic philosophy where matter (in potency and in act) plus “form” together comprise the familiar objects which make up the corporeal world. As a result, in modern philosophy “becoming” or “change” substitutes for “being.” Everything is “evolving.” The conciliar church which is entirely based on Modern philosophy is also evolving, into what--one can only surmise with trepidation. This phenomenon is apparent in everyday discourse. Politicians are continuously clamoring about change. Laws affecting almost every conceivable human behavior are being changed at an ever increasing rate of speed. “Change” is the very definition of the “cult of man.” Immutability is taken as retrograde meaning that the notion of an unchanging, immutable God is incompatible with the reigning Gestalt of the 21st century.
Repudiation of Scholastic Philosophy/Enshrinement of Modern Philosophy:
Part of the repudiation of scholastic philosophy is the rejection of the 4 (material, efficient, formal and final) modes of causality and in their place the insertion of the metaphysically weaker concept of “causation” in which ontological cause/effect relationships are understood as temporal juxtapositions only. With Bacon, Darwin, Huxley, and others, science was redefined in such a way as to include only material “causation.” Efficient, formal and final causality were relegated to philosophy and for all practical purposes completely ignored.
Material causality was replaced by the inherently weaker material causation. Before very long, scientists began assuming that everything could be explained on a materialist basis, not simply from the perspective of nature’s operations but also in terms of its ultimate metaphysical explanation. The latter of course is properly a philosophical and theological question not a scientific one, a reality which is lost on today’s philosophical naturalists who mistakenly claim that the material universe and first life created itself. Without an adequate preparation in classical/scholastic philosophy, the enormous ontological jump from non-being to being which must be explained in order to account for the material universe is simply not addressable by the scientistic materialists who espouse philosophical naturalism. Their hallowed theory lacks the requisite explanatory power to account for even the operational aspects of nature let alone the ontologically much more difficult question of the ultimate origin of material reality.[14]
An adequate understanding of scholasticism’s philosophy of nature allows one to prove the necessity of a supreme being although it lacks the specificity which is provided by Divine Revelation in further defining the nature of God that can be obtained through the philosophy of Christian religion. Philosophical Naturalism (Materialism) has no credible explanation for the material realm or its own existence for that matter since the committed Materialist must argue that his thoughts are really a temporary conglomeration of senseless matter just as everything else is that exists in the world. How the intellection required--to create a complete and organized total philosophy of life--could emerge from formless, temporary arrangements of matter is unimaginable.
In reality the crux of modern philosophy is the denial of a transcendent origin of “being” characterized by Descartes "turn to the subject"--man.[15] It falsely assumes that the material realm is self-explanatory rather than derivative which defies all practical experience in human life where everything is caused by something else. Even non-scientists understand that nothing in daily life is self-explanatory. Scientists do as well and they insist upon that factual reality in doing their scientific work. Why then should the entire material universe be self-explanatory? Presumably in order to avoid a final or first cause to whom one would then be indebted.
The modern philosophical denial of efficient, formal and final causality explains why Darwinism took hold, why Descartes’ formulation (I think therefore I am which reversed the perennial philosophy of Aristotle and St. Thomas in which being comes before thinking) held sway. Virtually every moral aberration of the modern world can be traced (philosophically) to a rejection of the perennial philosophy and the embracing of counterfeit and disparate modern philosophical assertions which due to the fallen state of mankind (original sin) have allowed a virtual moral anarchy to reign. The end result is a destructive worldview or modern philosophical “anti-system” based upon a false epistemology (theory of truth), metaphysics (theory of reality) and morality (theory of right and wrong). This is readily appreciated when one recognizes that since the time of Kant, metaphysics as a discipline has been completely ignored if not ridiculed by the academe.
The modern world behaves as if it is self-evident that only the material world exists i.e. that materialism is a-priori true and that it does not require demonstrable proof. The idea that something else of a transcendent nature exists is both theoretically and practically denied despite its having been proved philosophically through multiple means e.g. the 5 proofs for God’s existence which St. Thomas developed.[16] This presumption that nothing exists except the material helps explain why modern man is completely self-absorbed and horizontally oriented. God as the only immutable object worthy of worship is replaced by man--the constantly evolving material subject. Modern philosophy then becomes the study of the “cult of man” in the process of evolving himself as sole subject into deity. This is the very definition of the lie (you will be as gods) told to Adam and Eve by the serpent (Satan) in the Garden of Eden. Twenty-first century man has come full circle.
The popularity of Darwinism and the existence of the conciliar church are both related to a repudiation of the perennial philosophy of St. Thomas Aquinas and the embracing of modern philosophy. Neither could exist without it. Darwinism is fundamentally a philosophical theory dressed in pseudo-scientific garb. The conciliar church is a heterodox aberration of the Traditional Roman Catholic Church the teachings of which are based in modern philosophical precepts. This explains why modernist and neo-modernist theologians embrace Darwinian evolution. They completely embrace modern philosophy which means they reject Thomism--the pre-eminent philosophy of the Roman Catholic Church. From there they proceed to dismantle Traditional Roman Catholicism brick by brick through the use of one bizarre modern philosophical theory after another, i.e. Historicism (Protestant higher form criticism), Mobilism (evolution), Pyrrhonism, (radical skepticism) Ecumenism (one world government/religion), Religious Liberty (French Revolutionary liberty, equality and fraternity) and so on.
Destructive Secular Developments Mirror Spiritual Disintegration:
Since the early 1960’s, a number of other very negative developments have taken place in the secular realm. Nuclear Weapons proliferation has continued almost unabated; there has been a serious reduction in the finding of new sources of energy especially fossil fuels, suggesting that “peak oil” has either been reached or is about to be. The result is increasing energy resource conflict for fewer and fewer cheap sources of energy. With each passing year, more radical changes in world climate conditions are being documented. For the past several decades, war and strife have been an almost constant reality between nations, religions and ethnic groups. Over the past 2 decades the economy of the world has become globalized meaning that virtually every country on earth is inter-related with every other in terms of finance, debt, trade, etc. The most recent world-wide financial crisis demonstrates that due to the complete integration of international markets and finance it is now possible to induce a global economic catastrophe virtually at will. In multiple and increasing ways, the building blocks of the NWO are being laid.
Conclusion:
The following is the situation in which we now find ourselves. The magnificent Catholic (classical/scholastic) philosophy of St. Thomas Aquinas has been abandoned and was replaced by modern philosophy which has destroyed the Traditional Roman Catholic Church. Its replacement--the conciliar church which destroyed the Tridentine Latin Mass--a 2000 year old authorized form of worship to be practiced in perpetuity--has become synonymous with the prevailing spirit of the modern world through its own volition.
Traditional morality has been eradicated and in its place is a non-moral secular philosophy termed Utilitarianism or Consequentialism characterized by a rabid form of personal autonomy which is pursued at the expense of the “common good.” Personal pleasure is the exclusive “end” for which virtually any “means” is justified. All morality is now subjective, situational and detached from any objective referent meaning there is no transcendent source of natural (moral) or Divine law. Just as man is assumed to be self-explanatory and self-generating rather than derivative, morality is malleable and personally determined through the process of living in a state of constant evolution. Right and wrong is something unique to each individual as they negotiate their life experiences through a process of searching and “becoming”, hence the modern adage; “I’m just trying to find myself” which describes an endless search which never arrives and never finds.
In the contemporary modern world, nothing in the realm of morality or religion is considered fixed. To claim so is to be considered a troglodyte. Man is the be-all and end-all, the pre-eminent subject who is undergoing a process of self-induced evolution to the level of deity through the use of science and technology. He is simply taking up where natural selection acting on random germ cell mutational change has left off (“you will be as gods”).
The stage would appear set for the final eschatological sequence. The adversary is now capable of harnessing the technological prowess which modern man has acquired through his detailed understanding of the operation of nature. Satan can now through severe demonic influence/possession use these natural abilities to perform incredible lying signs and wonders some of which are no doubt currently being demonstrated (virtual reality, ever more sophisticated robotic inventions, artificial intelligence (AI), advanced cyborg and chimera research, voice alteration technology, weather manipulation, advanced remote controlled air craft technology, high power electromagnetic pulse generation and enhanced surveillance techniques including powerful spy and anti-spy software applications and so on). It has become almost impossible to be certain that one is able to accurately sense material reality given the myriad of ways in which it can now be either altered or simulated. This is especially true of radio, television and the cinema.
The anti-Christic NWO is now well on its way to completion. The final Roman Empire described in biblical prophesy is being assembled. We await the appearance of the Anti-Christ and the false prophet with fear and trepidation. All the other signs which Christ described as needing to occur prior to the appearance of the man of perdition seem to be present.[17] Christ taught that his sheep would know the season even though no man could know the precise date or hour. Given the complete implosion of the once magnificent Roman Catholic Church, is it not wise to at least inquire whether we are now experiencing the “birth pains” which must precede the Great Tribulation? Is it not possible that we are living through the Apostasy foretold in Mathew 24: 3-14, Luke 18: 8, 2 Thessalonians 2: 3-4, and I Timothy 4: 1-2? Under the circumstances, it would be foolish to ignore the prospect. One does not have to possess a gift of prophesy to read the abundant signs.
Isn’t it time to adhere to the traditional Roman Catholic faith of the Apostles, the Church Father’s, the Martyr’s and the Saints? Is it wise to presume that they all were in error and that the new conciliar church (20 centuries late) is the Church of Christ? It defies probability to assume that all of these phenomena are coalescing by accident especially since Christ warned the Apostles of the significance of this time in history. Would it not be best to face up to the reality that we are battling not simply against the neo-pagans who have been seduced by modern philosophy but by ancient spiritual powers and principalities who since the beginning have warred against Christ and His Church and who appear to have gained control of the façade of the once great Roman Catholic Church on earth? Is it not more likely that the Satanic powers are using the tremendous technical and financial powers of the global elite Cabal in achieving their ends--the destruction of the human race so that Christ will have nothing for which to return? Has not the conciliar church actively aided in this perfidy?
Does not the search for the truth demand that we Traditional Roman Catholics indict the current See of Peter with a bill of particulars outlining in detail the alleged areas in which the conciliar church has been guilty of heresy or apostasy? The only conceivable reason for not doing so would be a lack of faith and courage to do our God given duty. Will we rise to this auspicious occasion or simply melt away into the coming tribulation?

[8] What followed were precipitous reductions in the number of Priests and other Religious as well as a liberalization of contraception, divorce and abortion laws and destruction of traditional moral precepts in the realm of personal behavior including those which discouraged fornication, adultery, and homosexual acts including sodomy with a concomitant destruction of the nuclear family. There was a precipitous fall in Mass attendance which has never been reversed. In the international arena, a state of perpetual war has followed and is now accepted as the new global norm where raw power and domination rule.
[9] Fathers have murdered their entire families while they slept at night; strangers have literally removed unborn children from their mother’s wombs leaving them to die; mothers have murdered their own children simply to free themselves of their responsibilities to provide care and to be able to cavort about engaging in all manner of abhorrent practices. Sexual abuser’s have abducted myriads of children in order to rape and murder them only to discard their lifeless bodies in the trash as if they were inhuman inanimate objects. Sexually aberrant behaviors are almost too vivid to describe. Suffice it to say that sodomy, bestiality, orgies, homosexual practices involving unimaginable appliances and paraphernalia are commonplace. The examples are endless.
[10] In ages past, Western nations modeled their civic laws after the Decalogue and the Natural Law. Now virtually every one of these has rejected Natural Law based jurisprudence and in its place inserted a system based on the presumed evolving nature of human society--referred to as legal positivism (realism). The civil law in most Western countries is now based on the precepts of modern philosophy.
[11] If no absolutes exist it is logically impossible to know that no moral absolutes exist.

[13] As they had been in Thomistic philosophy where they were based in the thoughts/reality of a transcendent God who willed them into being.
[14] The philosophy of nature or what was formerly referred to as Natural philosophy is able to account much better for the operational aspects of the material world by reference to the “4” causes of Aristotle/Aquinas, including the difference between matter in potency and act and the universal forms which appear in the corporeal world. In modern philosophy the physical world which is investigated by natural science is assumed to be co-terminus with material reality as if it could account for corporeal objects without the necessary ontological jump required. There is no explanation for the difference between for example that chair over there and the arche-typical or universal corporeal entity referred to as “chair” which has an essence, nature or quiddity characterized by “chairness.” Modern philosophy has no explanation for the universal/transcendent nature of corporeal objects, instead assuming that they are thoughts or ideas belonging to the subject (man) as in continental idealism. Modern Philosophy Undermines the Genuine Goal of Humanity

St. Thomas Aquinas is the only philosopher in history who ever produced a completely workable/functional philosophical system which was not inherently contradictory.
This is not to say that his philosophy is easy to put into practice because it is not. It is difficult. However, it is true and modern philosophy is false. St. Thomas was able to take the best of pagan (Greek and Roman) philosophy and combine it with Catholic Christian philosophy/theology based on the input of Divine Revelation and combine it successfully in the form of the Aristotelian/Thomistic synthesis.
Many philosophers throughout history have attempted to produce a complete philosophical system--what today we refer to as "Worldview" made up of epistemology (theory of truth), metaphysics (theory of reality) and morality (theory of right and wrong). Virtually all have failed with the exception of St. Thomas. That is why prior to the second Vatican council, the Roman Catholic Church held the philosophy of St. Thomas in such high regard--it literally was the philosophy of the Roman Catholic Church.
All that changed after the council which adopted the largely incoherent amalgam of disparate beliefs known as modern philosophy. The latter are not only contradictory, they do not have the authentic/genuine good of man (salvation and the beatific vision, [Sumum Bonum) as their goal. Instead thy deify man by making him a false god accountable only to himself. This leads to terrible struggles in this life and potentially--a loss of salvation in the next. The former is amply demonstrated every day and yet modern philosophy continues to rule unchallenged by the elites who benefit from it and who control what passes for public discourse.
It is impossible to cure or lessen the ills of this world without a repudiation of modern philosophy and a re-institution of Aristotelian/Thomistic philosophy. It is also undeniable that since the Roman Catholic Church abandoned Thomism in the wake of Vatican II, the world has markedly deteriorated especially from a moral perspective. The authentic Roman Catholic faith needs to once again embrace Thomistic teaching. Until it does, the global moral/political environment will continue to worsen.
Whether the world could ever re-embrace Thomism without there being a total repudiation of Vatican II and a world-wide reintroduction of the Tridentine Latin Mass by the Catholic Church is extremely doubtful. The issue is not simply one of proper worship of God or accurate doctrinal teaching of the faith but also of the foundational underlying philosophical precepts which must be present in way of explaining the natural realm (philosophy of nature) as a preparation to understanding the revelatory aspects of the true faith. It is ultimately both a philosophical and a theological problem. Commentary on Cum ex Apostolatus
In researching available commentary on Cum ex Apostolatus, the editor came across this statement from Mr. John Daly in which he addresses the issue of invalidity of orders for those who are ordained by a heretic/apostate from the Catholic faith:

"An argument has been adduced from Paul IV's Cum ex Apostolatus (1559) purporting to show that a heretic cannot ordain. This is based either on a misunderstanding or a mistranslation. The bull says that, if anyone is raised to the episcopate after falling into heresy, his elevation is "null, void and worthless" and that "each and all of (his) words, deeds, actions and enactments...shall be without force..." (§ 6). This nullifies the acts of heretical prelates from a juridical point of view; that is, a heretical bishop cannot appoint someone to office, declare sentence against a delinquent, absolve from censure, etc. But it has nothing to do with sacramental validity. On that topic Canon Law says that those who are ordained by heretics need to be dispensed to be allowed to function, but have no need of re-ordination (Canon 2372). Canon 2372---They incur upon the fact a suspension from divine things, reserved to the Apostolic See, who presume to receive orders from one excommunicated or supended or interdicted after a declaratory or condemnatory sentence, or from a notorious apostate, heretic, or schismatic; but whoever in good faith was ordained by such a one as these lacks the exercise of the orders thus received until he is dispensed.
Canon 188---supports 2372 that public defection from the Catholic faith results in immediate loss of office "upon the fact and without any declaration by tacit resignation recognized by the law itself."
When I read the entire document Cum ex Apostolatus the language seems clear to me that no action whatsoever that a heretic/apostate might take is valid or binding whether the heresy/apostasy occurs before or after being elevated to the office in question. I am more than willing to be corrected but the language is very concise.

Cum Ex Apostolatus Officio: Papal Bull on Invalidity of High Church Office Holders
Editor's NOTE:
This Papal Bull was issued by Pope Paul IV during the Council of Trent. It discusses the question of loss of validity for a high-ranking prelate or Pope should they fall into heresy or apostasy either before or after their elevation.
Among other things it would appear to rule out the possibility of so-called Sedeprivationism in which the See of Peter is materially occupied but formally vacant. See sections 6 II and 6 III.
Sedevacantism would appear to be the effect of invalidity of such a Pope herein described. It refers to a total (formal and material) vacancy of the Papacy due either to ineligibility of the occupant prior to elevation or presumably the later public promulgation of heresy or total apostasy from the faith.
Note that this Papal Bull specifically states that their shall be no partial validity of any Prelate or Pope found to have transgressed the faith. Under such circumstances neither temporal nor spiritual capacity associated with the office is valid according to 6 IV. This would presumably include the consecration of Bishops and the ordination of Priests.
It is not clear to me however, what criterion is to be utilized in determining that the prelate or Pope herein described has in fact transgressed the faith/fallen into heresy. The explicit criteria listed in this Papal Bull include; confessing to heresy or being duly convicted of same but the Bull also lists having been "detected of deviating from the faith" as a criterion worthy of producing invalidity. What constitutes being "detected of deviating from the faith'? Does it require a written presumably publicly heretical statement or a verbal statement of heresy on more than one occassion? That appears to be the real crux of the problem particularly as concerns the situation of the past 50+ years where no confession or convictions for heresy or apostasy have occurred of high ranking prelates or Popes. I invite commentary.

Cum Ex Apostolatus Officio
By virtue of the Apostolic office which, despite our unworthiness, has been entrusted to Us by God, We are responsible for the general care of the flock of the Lord. Because of this, in order that the flock may be faithfully guarded and beneficially directed, We are bound to be diligently watchful after the manner of a vigilant Shepherd and to ensure most carefully that certain people who consider the study of the truth beneath them should be driven out of the sheepfold of Christ and no longer continue to disseminate error from positions of authority. We refer in particular to those who in this age, impelled by their sinfulness and supported by their cunning, are attacking with unusual learning and malice the discipline of the orthodox Faith, and who, moreover, by perverting the import of Holy Scripture, are striving to rend the unity of the Catholic Church and the seamless tunic of the Lord.
1.In assessing Our duty and the situation now prevailing, We have been weighed upon by the thought that a matter of this kind [i.e. error in respect of the Faith] is so grave and so dangerous that the Roman Pontiff,who is the representative upon earth of God and our God and Lord Jesus Christ, who holds the fulness of power over peoples and kingdoms, who may judge all and be judged by none in this world, may nonetheless be contradicted if he be found to have deviated from the Faith. Remembering also that, where danger is greater, it must more fully and more diligently be counteracted, We have been concerned lest false prophets or others, even if they have only secular jurisdiction, should wretchedly ensnare the souls of the simple, and drag with them into perdition, destruction and damnation countless peoples committed to their care and rule, either in spiritual or in temporal matters; and We have been concerned also lest it may befall Us to see the abomination of desolation, which was spoken of by the prophet Daniel, in the holy place. In view of this, Our desire has been to fulfil our Pastoral duty, insofar as, with the help of God, We are able, so as to arrest the foxes who are occupying themselves in the destruction of the vineyard of the Lord and to keep the wolves from the sheepfolds, lest We seem to be dumb watchdogs that cannot bark and lest We perish with the wicked husbandman and be compared with the hireling.
2 Hence, concerning these matters, We have held mature deliberation with our venerable brothers the Cardinals of the Holy Roman Church; and, upon their advice and with their unanimous agreement, we now enact as follows:
In respect of each and every sentence of excommunication, suspension, interdict and privation and any other sentences, censures and penalties against heretics or schismatics, enforced and promulgated in any way whatsoever by any of Our predecessors the Roman Pontiffs, or by any who were held to be such (even by their "litterae extravagantes" i.e. private letters), or by the sacred Councils received by the Church of God, or by decrees of the Holy Fathers and the statutes, or by the sacred Canons and the Constitutions and Apostolic Ordinations - all these measures, by Apostolic authority, We approve and renew, that they may and must be observed in perpetuity and, if perchance they be no longer in lively observance, that they be restored to it.
Thus We will and decree that the aforementioned sentences, censures and penalties be incurred without exception by all members of the following categories:
(i) Anysoever who, before this date, shall have been detected to have deviated from the Catholic Faith, or fallen into any heresy, or incurred schism, or provoked or committed either or both of these, or who have confessed to have done any of these things, or who have been convicted of having done any of these things.
(ii) Anysoever who (which may God, in His clemency and goodness to all, deign to avert) shall in the future so deviate or fall into heresy, or incur schism, or shall provoke or commit either or both of these.
(iii) Anysoever who shall be detected to have so deviated, fallen, incurred, provoked or committed, or who shall confess to have done any of these things, or who shall be convicted of having done any of these things.
These sanctions, moreover, shall be incurred by all members of these categories, of whatever status, grace, order, condition and pre-eminence they may be, even if they be endowed with the Episcopal, Archiepiscopal, Patriarchal, Primatial or some other greater Ecclesiastical dignity, or with the honour of the Cardinalate and of the Universal Apostolic See by the office of Legate, whether temporary or permanent, or if they be endowed with even worldly authority or excellence, as Count, Baron, Marquis, Duke, King or Emperor.
All this We will and decree.
3. Nonetheless, We also consider it proper that those who do not abandon evil deeds through love of virtue should be deterred therefrom by fear of punishment; and We are aware that Bishops, Archbishops, Patriarchs, Primates, Cardinals and Legates, Counts, Barons, Marquises, Dukes, Kings and Emperors (who ought to teach others and offer them a good example in order to preserve them in the Catholic Faith), by failing in their duty sin more gravely than others; since they not only damn themselves, but also drag with them into perdition and into the pit of death countless other people entrusted to their care or rule, or otherwise subject to them, by their like counsel and agreement.
Hence, by this Our Constitution which is to remain valid in perpetuity, in abomination of so great a crime (than which none in the Church of God can be greater or more pernicious) by the fulness of our Apostolic Power, We enact, determine, decree and define (since the aforesaid sentences, censures and penalties are to remain in efficacious force and strike all those whom they are intended to strike) that:
(i) each and every member of the following categories - Bishops, Archbishops, Patriarchs, Primates, Cardinals, Legates, Counts, Barons, Marquises, Dukes, Kings and Emperors - who:
(a)hitherto (as We have already said) have been detected, or have confessed to have, or have been convicted of having, deviated [i.e. from the Catholic Faith], or fallen into heresy or incurred schism or provoked or committed either or both of these;
(b) in the future also shall [so] deviate, or fall into heresy, or incur schism, or provoke or commit either or both of these, or shall be detected or shall confess to have, or shall be convicted of having [so] deviated, or fallen into heresy, or incurred schism, or provoked or committed either or both of these;
(since in this they are rendered more inexcusable than the rest) in addition to the aforementioned sentences, censures and penalties, shall also automatically, without any exercise of law or application of fact, be thoroughly, entirely and perpetually deprived of:- their Orders and Cathedrals, even Metropolitan, Patriarchal and Primatial Churches, the honour of the Cardinalate and the office of any embassy whatsoever, not to mention both active and passive voting rights, all authority, Monasteries, benefices and Ecclesiastical offices, be they functional or sinecures, secular or religious of whatsoever Order, which they may have obtained by any concessions whatsoever, or by Apostolic Dispensations to title, charge and administration or otherwise howsoever, and in which or to which they may have any right whatsoever, likewise any whatsoever fruits, returns or annual revenues from like fruits, returns and revenues reserved for and assigned to them, as well as Countships, Baronies, Marquisates, Dukedoms, Kingships and Imperial Power;
(ii) that, moreover, they shall be unfit and incapable in respect of these things and that they shall be held to be backsliders and subverted in every way, just as if they had previously abjured heresy of this kind in public trial; that they shall never at any time be able to be restored, returned, reinstated or rehabilitated to their former status or Cathedral, Metropolitan, Patriarchal and Primatial Churches, or the Cardinalate, or other honour, any other dignity, greater or lesser, any right to vote, active or passive, or authority, or Monasteries and benefices, or Countships, Baronies, Marquisates, Dukedoms, Kingships and positions of Imperial power; but rather that they shall be abandoned to the judgement of the secular power to be punished after due consideration, unless there should appear in them signs of true penitence and the fruits of worthy repentance, and, by the kindness and clemency of the See itself, they shall have been sentenced to sequestration in any Monastery or other religious house in order to perform perpetual penance upon the bread of sorrow and the water of affliction;
(iii) that all such individuals also shall be held, treated and reputed as such by everyone, of whatsoever status, grade, order, condition or pre-eminence he may be and whatsoever excellence may be his, even Episcopal, Archiepiscopal, Patriarchal and Primatial or other greater Ecclesiastical dignity and even the honour of the Cardinalate, or secular, even the authority of Count, Baron, Marquis, Duke, King or Emperor, and as such must be avoided and must be deprived of the sympathy of all natural kindess.
4. [By this Our Constitution, which is to remain valid in perpetuity, We] further enact, determine, decree and define:]
that those who shall have claimed to have the right of patronage or of nominating suitable persons to Cathedral, Metropolitan, Patriarchal and Primatial Churches, or to Monasteries or other Ecclesiastical benefices which may be vacant by privation of this kind (in order that those which shall have been vacant for a long time may not be exposed to the unfit, but, having been rescued from enslavement to heretics, may be granted to suitable persons who would faithfully direct their people in the paths of justice), shall be bound to present other persons suitable to Churches, Monasteries and benefices of this kind, to Us, or to the Roman Pontiff at that time existing, within the time determined by law, or by their concordats, or by compacts entered into with the said See; and that, if they shall not have done so when the said period shall have elapsed, the full and free disposition of the aforesaid Churches, Monasteries and benefices shall by the fulness of the law itself devolve upon Us or upon the aforesaid Roman Pontiff.
5. [By this Our Constitution,] moreover, [which is to remain valid in perpetuity, We] also [enact, determine, decree and define:] as follows concerning those who shall have presumed in any way knowingly to receive, defend, favour, believe or teach the teaching of those so apprehended, confessed or convicted:
(i) they shall automatically incur sentence of excommunication;
(ii) they shall be rendered infamous;
(iii) they shall be excluded on pain of invalidity from any public or private office, deliberation, Synod, general or provincial Council and any conclave of Cardinals or other congregation of the faithful, and from any election or function of witness, so that they cannot take part in any of these by vote, in person, by writings, representative or by any agent;
(iv) they shall be incapable of making a will;
(v) they shall not accede to the succession of heredity;
(vi) no one shall be forced to respond to them concerning any business;
(vii) if perchance they shall have been Judges, their judgements shall have no force, nor shall any cases be brought to their hearing.;
(viii) if they shall have been Advocates, their pleading shall nowise be received;
(ix) if they shall have been Notaries, documents drafted by them shall be entirely without strength or weight;
(x) clerics shall be automatically deprived of each and every Church, even Cathedral, Metropolitan, Patriarchal, Primatial, and likewise of dignities, Monasteries, benefices and Ecclesiastical offices, and even, as has been already mentioned, of qualifications, howsoever obtained by them;
(xi) laymen, moreover, in the same way - even if they be qualified, as already described, or endowed with the aforesaid dignities or anysoever Kingdoms, Duchies, Dominions, Fiefs and temporal goods possessed by them;
(xii) finally, all Kingdoms, Duchies, Dominions, Fiefs and goods of this kind shall be confiscated, made public and shall remain so, and shall be made the rightful property of those who shall first occupy them if these shall be sincere in faith, in the unity of the Holy Roman Church and under obedience to Us and to Our successors the Roman Pontiffs canonically entering office.
6. In addition, [by this Our Constitution, which is to remain valid in perpetuity We enact, determine, decree and define:] that if ever at any time it shall appear that any Bishop, even if he be acting as an Archbishop, Patriarch or Primate; or any Cardinal of the aforesaid Roman Church, or, as has already been mentioned, any legate, or even the Roman Pontiff, prior to his promotion or his elevation as Cardinal or Roman Pontiff, has deviated from the Catholic Faith or fallen into some heresy:
(i) the promotion or elevation, even if it shall have been uncontested and by the unanimous assent of all the Cardinals, shall be null, void and worthless;
(ii) it shall not be possible for it to acquire validity (nor for it to be said that it has thus acquired validity) through the acceptance of the office, of consecration, of subsequent authority, nor through possession of administration, nor through the putative enthronement of a Roman Pontiff, or Veneration, or obedience accorded to such by all, nor through the lapse of any period of time in the foregoing situation;
(iii) it shall not be held as partially legitimate in any way;
(iv) to any so promoted to be Bishops, or Archbishops, or Patriarchs, or Primates or elevated as Cardinals, or as Roman Pontiff, no authority shall have been granted, nor shall it be considered to have been so granted either in the spiritual or the temporal domain;
(v) each and all of their words, deeds, actions and enactments, howsoever made, and anything whatsoever to which these may give rise, shall be without force and shall grant no stability whatsoever nor any right to anyone;
(vi) those thus promoted or elevated shall be deprived automatically, and without need for any further declaration, of all dignity, position, honour, title, authority, office and power.
7. Finally, [by this Our Constitution, which is to remain valid in perpetuity, We] also [enact, determine, define and decree]: that any and all persons who would have been subject to those thus promoted or elevated if they had not previously deviated from the Faith, become heretics, incurred schism or provoked or committed any or all of these, be they members of anysoever of the following categories:
(i) the clergy, secular and religious;
(ii) the laity;
(iii) the Cardinals, even those who shall have taken part in the election of this very Pontiff previously deviating from the Faith or heretical or schismatical, or shall otherwise have consented and vouchsafed obedience to him and shall have venerated him;
(iv) Castellans, Prefects, Captains and Officials, even of Our Beloved City and of the entire Ecclesiastical State, even if they shall be obliged and beholden to those thus promoted or elevated by homage, oath or security; shall be permitted at any time to withdraw with impunity from obedience and devotion to those thus promoted or elevated and to avoid them as warlocks, heathens, publicans, and heresiarchs (the same subject persons, nevertheless, remaining bound by the duty of fidelity and obedience to any future Bishops, Archbishops, Patriarchs, Primates, Cardinals and Roman Pontiff canonically entering).
To the greater confusion, moreover, of those thus promoted or elevated, if these shall have wished to prolong their government and authority, they shall be permitted to request the assistance of the secular arm against these same individuals thus promoted or elevated; nor shall those who withdraw on this account, in the aforementioned circumstances, from fidelity and obedience to those thus promoted and elevated, be subject, as are those who tear the tunic of the Lord, to the retribution of any censures or penalties.
8. [The provisions of this Our Constitution, which is to remain valid in perpetuity are to take effect] notwithstanding any Constitutions, Apostolic Ordinations, privileges, indults or Apostolic Letters, whether they be to these same Bishops, Archbishops, Patriarchs, Primates and Cardinals or to any others, and whatsoever may be their import and form, and with whatsoever sub-clauses or decrees they may have been granted, even "motu proprio" and by certain knowledge, from the fulness of the Apostolic power or even consistorially or otherwise howsoever; and even if they have been repeatedly approved and renewed,have been included in the corpus of the Law or strengthened by any capital conclaves whatsoever (even by oath) or by Apostolic confirmation or by anysoever other endorsements or if they were legislated by ourself. This Papal Bull was issued by Pope Paul IV during the Council of Trent. It discusses the question of loss of validity for a high-ranking prelate or Pope should they fall into heresy or apostasy either before or after their elevation.
Among other things it would appear to rule out the possibility of so-called Sedeprivationism in which the See of Peter is materially occupied but formally vacant. See sections 6 II and 6 III.
Sedevacantism would appear to be the effect of invalidity of such a Pope herein described. It refers to a total (formal and material) vacancy of the Papacy due either to ineligibility of the occupant prior to elevation or presumably the later public promulgation of heresy or total apostasy from the faith.
Note that this Papal Bull specifically states that their shall be no partial validity of any Prelate or Pope found to have transgressed the faith. Under such circumstances neither temporal nor spiritual capacity associated with the office is valid according to 6 IV. This would presumably include the consecration of Bishops and the ordination of Priests.
It is not clear to me however, what criterion is to be utilized in determining that the prelate or Pope herein described has in fact transgressed the faith/fallen into heresy. The explicit criteria listed in this Papal Bull include; confessing to heresy or being duly convicted of same but the Bull also lists having been "detected of deviating from the faith" as a criterion worthy of producing invalidity. What constitutes being "detected of deviating from the faith'? Does it require a written presumably publicly heretical statement or a verbal statement of heresy on more than one occassion? That appears to be the real crux of the problem particularly as concerns the situation of the past 50+ years where no confession or convictions for heresy or apostasy have occurred of high ranking prelates or Popes. I invite commentary.

By virtue of the Apostolic office which, despite our unworthiness, has been entrusted to Us by God, We are responsible for the general care of the flock of the Lord. Because of this, in order that the flock may be faithfully guarded and beneficially directed, We are bound to be diligently watchful after the manner of a vigilant Shepherd and to ensure most carefully that certain people who consider the study of the truth beneath them should be driven out of the sheepfold of Christ and no longer continue to disseminate error from positions of authority. We refer in particular to those who in this age, impelled by their sinfulness and supported by their cunning, are attacking with unusual learning and malice the discipline of the orthodox Faith, and who, moreover, by perverting the import of Holy Scripture, are striving to rend the unity of the Catholic Church and the seamless tunic of the Lord.
1.In assessing Our duty and the situation now prevailing, We have been weighed upon by the thought that a matter of this kind [i.e. error in respect of the Faith] is so grave and so dangerous that the Roman Pontiff,who is the representative upon earth of God and our God and Lord Jesus Christ, who holds the fulness of power over peoples and kingdoms, who may judge all and be judged by none in this world, may nonetheless be contradicted if he be found to have deviated from the Faith. Remembering also that, where danger is greater, it must more fully and more diligently be counteracted, We have been concerned lest false prophets or others, even if they have only secular jurisdiction, should wretchedly ensnare the souls of the simple, and drag with them into perdition, destruction and damnation countless peoples committed to their care and rule, either in spiritual or in temporal matters; and We have been concerned also lest it may befall Us to see the abomination of desolation, which was spoken of by the prophet Daniel, in the holy place. In view of this, Our desire has been to fulfil our Pastoral duty, insofar as, with the help of God, We are able, so as to arrest the foxes who are occupying themselves in the destruction of the vineyard of the Lord and to keep the wolves from the sheepfolds, lest We seem to be dumb watchdogs that cannot bark and lest We perish with the wicked husbandman and be compared with the hireling.
2 Hence, concerning these matters, We have held mature deliberation with our venerable brothers the Cardinals of the Holy Roman Church; and, upon their advice and with their unanimous agreement, we now enact as follows:
In respect of each and every sentence of excommunication, suspension, interdict and privation and any other sentences, censures and penalties against heretics or schismatics, enforced and promulgated in any way whatsoever by any of Our predecessors the Roman Pontiffs, or by any who were held to be such (even by their "litterae extravagantes" i.e. private letters), or by the sacred Councils received by the Church of God, or by decrees of the Holy Fathers and the statutes, or by the sacred Canons and the Constitutions and Apostolic Ordinations - all these measures, by Apostolic authority, We approve and renew, that they may and must be observed in perpetuity and, if perchance they be no longer in lively observance, that they be restored to it.
Thus We will and decree that the aforementioned sentences, censures and penalties be incurred without exception by all members of the following categories:
(i) Anysoever who, before this date, shall have been detected to have deviated from the Catholic Faith, or fallen into any heresy, or incurred schism, or provoked or committed either or both of these, or who have confessed to have done any of these things, or who have been convicted of having done any of these things.
(ii) Anysoever who (which may God, in His clemency and goodness to all, deign to avert) shall in the future so deviate or fall into heresy, or incur schism, or shall provoke or commit either or both of these.
(iii) Anysoever who shall be detected to have so deviated, fallen, incurred, provoked or committed, or who shall confess to have done any of these things, or who shall be convicted of having done any of these things.
These sanctions, moreover, shall be incurred by all members of these categories, of whatever status, grace, order, condition and pre-eminence they may be, even if they be endowed with the Episcopal, Archiepiscopal, Patriarchal, Primatial or some other greater Ecclesiastical dignity, or with the honour of the Cardinalate and of the Universal Apostolic See by the office of Legate, whether temporary or permanent, or if they be endowed with even worldly authority or excellence, as Count, Baron, Marquis, Duke, King or Emperor.
All this We will and decree.
3. Nonetheless, We also consider it proper that those who do not abandon evil deeds through love of virtue should be deterred therefrom by fear of punishment; and We are aware that Bishops, Archbishops, Patriarchs, Primates, Cardinals and Legates, Counts, Barons, Marquises, Dukes, Kings and Emperors (who ought to teach others and offer them a good example in order to preserve them in the Catholic Faith), by failing in their duty sin more gravely than others; since they not only damn themselves, but also drag with them into perdition and into the pit of death countless other people entrusted to their care or rule, or otherwise subject to them, by their like counsel and agreement.
Hence, by this Our Constitution which is to remain valid in perpetuity, in abomination of so great a crime (than which none in the Church of God can be greater or more pernicious) by the fulness of our Apostolic Power, We enact, determine, decree and define (since the aforesaid sentences, censures and penalties are to remain in efficacious force and strike all those whom they are intended to strike) that:
(i) each and every member of the following categories - Bishops, Archbishops, Patriarchs, Primates, Cardinals, Legates, Counts, Barons, Marquises, Dukes, Kings and Emperors - who:
(a)hitherto (as We have already said) have been detected, or have confessed to have, or have been convicted of having, deviated [i.e. from the Catholic Faith], or fallen into heresy or incurred schism or provoked or committed either or both of these;
(b) in the future also shall [so] deviate, or fall into heresy, or incur schism, or provoke or commit either or both of these, or shall be detected or shall confess to have, or shall be convicted of having [so] deviated, or fallen into heresy, or incurred schism, or provoked or committed either or both of these;
(since in this they are rendered more inexcusable than the rest) in addition to the aforementioned sentences, censures and penalties, shall also automatically, without any exercise of law or application of fact, be thoroughly, entirely and perpetually deprived of:- their Orders and Cathedrals, even Metropolitan, Patriarchal and Primatial Churches, the honour of the Cardinalate and the office of any embassy whatsoever, not to mention both active and passive voting rights, all authority, Monasteries, benefices and Ecclesiastical offices, be they functional or sinecures, secular or religious of whatsoever Order, which they may have obtained by any concessions whatsoever, or by Apostolic Dispensations to title, charge and administration or otherwise howsoever, and in which or to which they may have any right whatsoever, likewise any whatsoever fruits, returns or annual revenues from like fruits, returns and revenues reserved for and assigned to them, as well as Countships, Baronies, Marquisates, Dukedoms, Kingships and Imperial Power;
(ii) that, moreover, they shall be unfit and incapable in respect of these things and that they shall be held to be backsliders and subverted in every way, just as if they had previously abjured heresy of this kind in public trial; that they shall never at any time be able to be restored, returned, reinstated or rehabilitated to their former status or Cathedral, Metropolitan, Patriarchal and Primatial Churches, or the Cardinalate, or other honour, any other dignity, greater or lesser, any right to vote, active or passive, or authority, or Monasteries and benefices, or Countships, Baronies, Marquisates, Dukedoms, Kingships and positions of Imperial power; but rather that they shall be abandoned to the judgement of the secular power to be punished after due consideration, unless there should appear in them signs of true penitence and the fruits of worthy repentance, and, by the kindness and clemency of the See itself, they shall have been sentenced to sequestration in any Monastery or other religious house in order to perform perpetual penance upon the bread of sorrow and the water of affliction;
(iii) that all such individuals also shall be held, treated and reputed as such by everyone, of whatsoever status, grade, order, condition or pre-eminence he may be and whatsoever excellence may be his, even Episcopal, Archiepiscopal, Patriarchal and Primatial or other greater Ecclesiastical dignity and even the honour of the Cardinalate, or secular, even the authority of Count, Baron, Marquis, Duke, King or Emperor, and as such must be avoided and must be deprived of the sympathy of all natural kindess.
4. [By this Our Constitution, which is to remain valid in perpetuity, We] further enact, determine, decree and define:]
that those who shall have claimed to have the right of patronage or of nominating suitable persons to Cathedral, Metropolitan, Patriarchal and Primatial Churches, or to Monasteries or other Ecclesiastical benefices which may be vacant by privation of this kind (in order that those which shall have been vacant for a long time may not be exposed to the unfit, but, having been rescued from enslavement to heretics, may be granted to suitable persons who would faithfully direct their people in the paths of justice), shall be bound to present other persons suitable to Churches, Monasteries and benefices of this kind, to Us, or to the Roman Pontiff at that time existing, within the time determined by law, or by their concordats, or by compacts entered into with the said See; and that, if they shall not have done so when the said period shall have elapsed, the full and free disposition of the aforesaid Churches, Monasteries and benefices shall by the fulness of the law itself devolve upon Us or upon the aforesaid Roman Pontiff.
5. [By this Our Constitution,] moreover, [which is to remain valid in perpetuity, We] also [enact, determine, decree and define:] as follows concerning those who shall have presumed in any way knowingly to receive, defend, favour, believe or teach the teaching of those so apprehended, confessed or convicted:
(i) they shall automatically incur sentence of excommunication;
(ii) they shall be rendered infamous;
(iii) they shall be excluded on pain of invalidity from any public or private office, deliberation, Synod, general or provincial Council and any conclave of Cardinals or other congregation of the faithful, and from any election or function of witness, so that they cannot take part in any of these by vote, in person, by writings, representative or by any agent;
(iv) they shall be incapable of making a will;
(v) they shall not accede to the succession of heredity;
(vi) no one shall be forced to respond to them concerning any business;
(vii) if perchance they shall have been Judges, their judgements shall have no force, nor shall any cases be brought to their hearing.;
(viii) if they shall have been Advocates, their pleading shall nowise be received;
(ix) if they shall have been Notaries, documents drafted by them shall be entirely without strength or weight;
(x) clerics shall be automatically deprived of each and every Church, even Cathedral, Metropolitan, Patriarchal, Primatial, and likewise of dignities, Monasteries, benefices and Ecclesiastical offices, and even, as has been already mentioned, of qualifications, howsoever obtained by them;
(xi) laymen, moreover, in the same way - even if they be qualified, as already described, or endowed with the aforesaid dignities or anysoever Kingdoms, Duchies, Dominions, Fiefs and temporal goods possessed by them;
(xii) finally, all Kingdoms, Duchies, Dominions, Fiefs and goods of this kind shall be confiscated, made public and shall remain so, and shall be made the rightful property of those who shall first occupy them if these shall be sincere in faith, in the unity of the Holy Roman Church and under obedience to Us and to Our successors the Roman Pontiffs canonically entering office.
6. In addition, [by this Our Constitution, which is to remain valid in perpetuity We enact, determine, decree and define:] that if ever at any time it shall appear that any Bishop, even if he be acting as an Archbishop, Patriarch or Primate; or any Cardinal of the aforesaid Roman Church, or, as has already been mentioned, any legate, or even the Roman Pontiff, prior to his promotion or his elevation as Cardinal or Roman Pontiff, has deviated from the Catholic Faith or fallen into some heresy:
(i) the promotion or elevation, even if it shall have been uncontested and by the unanimous assent of all the Cardinals, shall be null, void and worthless;
(ii) it shall not be possible for it to acquire validity (nor for it to be said that it has thus acquired validity) through the acceptance of the office, of consecration, of subsequent authority, nor through possession of administration, nor through the putative enthronement of a Roman Pontiff, or Veneration, or obedience accorded to such by all, nor through the lapse of any period of time in the foregoing situation;
(iii) it shall not be held as partially legitimate in any way;
(iv) to any so promoted to be Bishops, or Archbishops, or Patriarchs, or Primates or elevated as Cardinals, or as Roman Pontiff, no authority shall have been granted, nor shall it be considered to have been so granted either in the spiritual or the temporal domain;
(v) each and all of their words, deeds, actions and enactments, howsoever made, and anything whatsoever to which these may give rise, shall be without force and shall grant no stability whatsoever nor any right to anyone;
(vi) those thus promoted or elevated shall be deprived automatically, and without need for any further declaration, of all dignity, position, honour, title, authority, office and power.
7. Finally, [by this Our Constitution, which is to remain valid in perpetuity, We] also [enact, determine, define and decree]: that any and all persons who would have been subject to those thus promoted or elevated if they had not previously deviated from the Faith, become heretics, incurred schism or provoked or committed any or all of these, be they members of anysoever of the following categories:
(i) the clergy, secular and religious;
(ii) the laity;
(iii) the Cardinals, even those who shall have taken part in the election of this very Pontiff previously deviating from the Faith or heretical or schismatical, or shall otherwise have consented and vouchsafed obedience to him and shall have venerated him;
(iv) Castellans, Prefects, Captains and Officials, even of Our Beloved City and of the entire Ecclesiastical State, even if they shall be obliged and beholden to those thus promoted or elevated by homage, oath or security; shall be permitted at any time to withdraw with impunity from obedience and devotion to those thus promoted or elevated and to avoid them as warlocks, heathens, publicans, and heresiarchs (the same subject persons, nevertheless, remaining bound by the duty of fidelity and obedience to any future Bishops, Archbishops, Patriarchs, Primates, Cardinals and Roman Pontiff canonically entering).
To the greater confusion, moreover, of those thus promoted or elevated, if these shall have wished to prolong their government and authority, they shall be permitted to request the assistance of the secular arm against these same individuals thus promoted or elevated; nor shall those who withdraw on this account, in the aforementioned circumstances, from fidelity and obedience to those thus promoted and elevated, be subject, as are those who tear the tunic of the Lord, to the retribution of any censures or penalties.
8. [The provisions of this Our Constitution, which is to remain valid in perpetuity are to take effect] notwithstanding any Constitutions, Apostolic Ordinations, privileges, indults or Apostolic Letters, whether they be to these same Bishops, Archbishops, Patriarchs, Primates and Cardinals or to any others, and whatsoever may be their import and form, and with whatsoever sub-clauses or decrees they may have been granted, even "motu proprio" and by certain knowledge, from the fulness of the Apostolic power or even consistorially or otherwise howsoever; and even if they have been repeatedly approved and renewed,have been included in the corpus of the Law or strengthened by any capital conclaves whatsoever (even by oath) or by Apostolic confirmation or by anysoever other endorsements or if they were legislated by ourself. I just received a copy of the 1917 Pio-Benedictine Code of Canon Law (English Translation with Extensive Scholarly Apparatus) by Dr. Edward N. Peters, Curator, Ignatius Press. He is an American trained civil lawyer and a Canon Lawyer as well.
Having just obtained my copy, I have no comments about it so far, but in the interim I include this short snippett below from Mr. Hutton Gibson who has written extensively on the subject of Canon Law. Included is a link to his web site where the interested reader can find the remainder of his article. I recommend reading it in its entirety.

So this Code was ignored and suspended while a friendlier code was fabricated by a commission that slithered to the hasty beat of a diffident drummer. Under the pretext of updating, faithless experts dropped or modified every law inconsistent with implementation of innovations of the Second Vatican Council or its omnipresent “spirit.”
Only a few laws remained, so the experts filled the gaps with piously poetic, modernist (heretical) concepts, needed only to enshrine innovation into law. Should anyone question an absurdity, he can be shown that it is the law of the Church.
This tactic is demonstrated often and at length in substitution of terms and definitions, which are short and to the point in the 1917 Code. In the canon laws on the sacraments you can see the initial definition (Canon 731) replaced in the 1983 joke with an irrelevant essay (canons 840-841) bearing little or no resemblance to law. MORE...

Worship and Belief in the Conciliar Church: A Study in Heterodoxy, Continued
Traditional Roman Catholicism Compared with the Conciliar Church:

A.) Worship: The Holy Sacrifice of the Mass (Prayer or Cult) clearly expressed a true (unbloody) re-presentation of the propitiatory sacrifice of Jesus Christ on the Cross of Calvary for the remission of sin in which the actual body, blood, soul and divinity of our Lord Jesus Christ was made present in the Eucharist under the species of bread and wine understood by all as the “real (substantial) presence” of Christ in the Eucharist referred to as Transubstantiation. There was no question that the Traditional Latin Mass of Pope St. Pius V was intended to be a sacrifice. The Roman Catholic Church taught that its Mass was instituted by Jesus Christ himself on Holy Thursday in anticipation (extra-space/time dimensionally) of his crucifixion and propitiatory death the next day on Good Friday. According to traditional Catholic teaching it is simply wrong to imply as do the Protestants that Jesus Christ was speaking only metaphorically in saying "this is My Body" "this is My Blood."
The "bread of life" discourse in the 6th chapter of St. John's Gospel (John 6: 32-65) clearly establishes that Christ had spoken to the disciples of the then future Eucharistic sacrament which he would institute at the Last Supper on Holy Thursday. Many of His followers were clearly puzzled by the teaching, some of whom abandoned him because of it, (John 6: 66) . At the time of the Protestant "Reformation" additional numbers of His followers deserted him primarily over the doctrine of the real substantial presence of Jesus Christ in the Eucharist, demonstrating that in Protestantism, nothing had really changed in 1500 years. The "reformer's" were simply recycling an old heresy which Christ had refuted during His "3" year ministry. The lesson is clear; there will always be those who refuse to believe what Christ has clearly taught. Moreover, it should be unnecessary to point out that the original 12 Apostles and their immediate follower's in the faith (the Father's of the Church) being that they had actual contact with (or knew someone who had) the risen Christ would be in the best position to know what had in fact been intended by Jesus Christ in establishing the Eucharist.
The seminal issue then is that prior to the Second Vatican Council the Mass was presented fundamentally as a “sacrifice” (hence the name Holy Sacrifice of the Mass), not a memorial meal or supper service as the Lutherans for example understand it. The victim offered was the spotless/sinless Lamb of God Jesus Christ--for the remission of sin.
The Traditional Latin Mass evinced the Sacred, was God-Centered, and was performed in the Latin language.
The alter was a center piece of the Mass upon which the timeless sacrifice of Christ was re-presented at each Mass-extra space/time dimensionally. Alters were constructed of heavy stone, were immovable and were designed to mirror the immutability of God and the stability of the Roman Catholic faith. The Priest along with the people faced the alter.
The Tabernacle was positioned in the center of the alter in a position of prominence. Eucharistic devotion was strongly encouraged.
Music was awe-inspiring and Gregorian Chant had pride of place.
The faithful approached the alter reverently, then assumed a kneeling position at the communion rail by which to adore and then receive the substantially present body and blood of Christ in the Eucharist. The Sacred host never touched the hands of anyone but the Priest who confected the sacramental consecration. Only those who believed themselves worthy to receive the body and blood of our Lord presented themselves for communion. Nowhere near the entire assembly communicated due to a fear of being unworthy. St. Paul's warning against partaking of the Eucharist in an unworthy manner was at the forefront of every Catholic's mind. Frequent confession by a huge number was the norm especially before mass.
Only the Priest and the servers were allowed inside the alter rail.
All 4 Gospels were utilized in the Mass throughout the year, not simply the synoptic Gospels. In omitting the Gospel of St. John in the Novus Ordo Missae, the conciliar church has refused to expose the faithful to the clear teaching of Jesus Christ with regard to the Holy Eucharist. The "bread of life discourse" is absent. This is further evidence that the conciliar church has no intention of continuing the Traditional Roman Catholic Mass of the Fathers, Doctors and Saints of the Church. St. John was spoken of by Christ Himself as the specially favored apostle. Why would the conciliar church have the hubris to remove St. John's Gospel from the Novus Ordo Missae?
St. John also clearly taught that for Jesus Christ the test of one's love for Him is in the obeying of His commandments, (John 8: 12,32-32,51; 12:26; 14: 15,21,23; 15: 9-10). This was without doubt the orthodox Traditional Roman Catholic theological rendering prior to Vatican II. Every person's salvation was dependent up until the moment of death upon the keeping of Christ's commandments and remaining in a state of grace. The pre-Vatican II Catholic person in facing death always called for a Priest. This was in order to make as perfect a last confession as possible and to receive Extreme-unction, the Last Rite's of the Church.
The conciliar church on the other hand has mirrored the Protestant teaching in de-emphasizing obedience to Christ and instead substitutes a nebulous "faith" in which simple intellectual/emotional ascent (belief) to Christ's existence as their personal savior suffices to make one a Christian and to insure salvation irrespective of whether they follow His commandments or not. Even the demons "believe" (agree) that Christ exists! To that extent the conciliar church and its worship service is not Catholic.
In the Traditional Latin Mass, the references to Hell, damnation, and the prescient warnings against ungodly behavior were included. In the Novus Ordo these have been removed as if to sanitize it for a modern audience. In making these alterations, the conciliar church betrays its true desire which is to anthropomorphize the mass rather than insure that it is God-centered as the Traditional Roman Catholic Church did. It is clear that the Novus Ordo Missae is a man-made concoction designed by men for man. It is not the least bit centered on the worship of almighty God who is deserving of our undivided attention and love. We cannot love (obey) God if we love ourselves more. In that case we become our own god which returns us to the lie of the serpent in the Garden of Eden. The Novus Ordo does not do justice to God who loved (a supreme act-ion of agape in real time) man enough to endure an excruciating death on the Cross. The Tridentine Latin Mass does. It is sacred, full of proper reverance in virtually every action and utterance of Priest and congregation. Surely that should make even the most liberal conciliar innovator pause.

A.) Worship: The Holy Sacrifice of the Mass (Prayer or Cult) clearly expressed a true (unbloody) re-presentation of the propitiatory sacrifice of Jesus Christ on the Cross of Calvary for the remission of sin in which the actual body, blood, soul and divinity of our Lord Jesus Christ was made present in the Eucharist under the species of bread and wine understood by all as the “real (substantial) presence” of Christ in the Eucharist referred to as Transubstantiation. There was no question that the Traditional Latin Mass of Pope St. Pius V was intended to be a sacrifice. The Roman Catholic Church taught that its Mass was instituted by Jesus Christ himself on Holy Thursday in anticipation (extra-space/time dimensionally) of his crucifixion and propitiatory death the next day on Good Friday. According to traditional Catholic teaching it is simply wrong to imply as do the Protestants that Jesus Christ was speaking only metaphorically in saying "this is My Body" "this is My Blood."
The "bread of life" discourse in the 6th chapter of St. John's Gospel (John 6: 32-65) clearly establishes that Christ had spoken to the disciples of the then future Eucharistic sacrament which he would institute at the Last Supper on Holy Thursday. Many of His followers were clearly puzzled by the teaching, some of whom abandoned him because of it, (John 6: 66) . At the time of the Protestant "Reformation" additional numbers of His followers deserted him primarily over the doctrine of the real substantial presence of Jesus Christ in the Eucharist, demonstrating that in Protestantism, nothing had really changed in 1500 years. The "reformer's" were simply recycling an old heresy which Christ had refuted during His "3" year ministry. The lesson is clear; there will always be those who refuse to believe what Christ has clearly taught. Moreover, it should be unnecessary to point out that the original 12 Apostles and their immediate follower's in the faith (the Father's of the Church) being that they had actual contact with (or knew someone who had) the risen Christ would be in the best position to know what had in fact been intended by Jesus Christ in establishing the Eucharist.
The seminal issue then is that prior to the Second Vatican Council the Mass was presented fundamentally as a “sacrifice” (hence the name Holy Sacrifice of the Mass), not a memorial meal or supper service as the Lutherans for example understand it. The victim offered was the spotless/sinless Lamb of God Jesus Christ--for the remission of sin.
The Traditional Latin Mass evinced the Sacred, was God-Centered, and was performed in the Latin language.
The alter was a center piece of the Mass upon which the timeless sacrifice of Christ was re-presented at each Mass-extra space/time dimensionally. Alters were constructed of heavy stone, were immovable and were designed to mirror the immutability of God and the stability of the Roman Catholic faith. The Priest along with the people faced the alter.
The Tabernacle was positioned in the center of the alter in a position of prominence. Eucharistic devotion was strongly encouraged.
Music was awe-inspiring and Gregorian Chant had pride of place.
The faithful approached the alter reverently, then assumed a kneeling position at the communion rail by which to adore and then receive the substantially present body and blood of Christ in the Eucharist. The Sacred host never touched the hands of anyone but the Priest who confected the sacramental consecration. Only those who believed themselves worthy to receive the body and blood of our Lord presented themselves for communion. Nowhere near the entire assembly communicated due to a fear of being unworthy. St. Paul's warning against partaking of the Eucharist in an unworthy manner was at the forefront of every Catholic's mind. Frequent confession by a huge number was the norm especially before mass.
Only the Priest and the servers were allowed inside the alter rail.
All 4 Gospels were utilized in the Mass throughout the year, not simply the synoptic Gospels. In omitting the Gospel of St. John in the Novus Ordo Missae, the conciliar church has refused to expose the faithful to the clear teaching of Jesus Christ with regard to the Holy Eucharist. The "bread of life discourse" is absent. This is further evidence that the conciliar church has no intention of continuing the Traditional Roman Catholic Mass of the Fathers, Doctors and Saints of the Church. St. John was spoken of by Christ Himself as the specially favored apostle. Why would the conciliar church have the hubris to remove St. John's Gospel from the Novus Ordo Missae?
